Aim
To provide operatives with the knowledge and understanding of safety legislation and its application within a pipeline context.
Course Outline
Module 1 ‐ Health and Safety Law
1.State the duties for Employers and Employees under the Health & Safety at work Act.
2.State the steps required to carry out an effective risk assessment.
3.State the purpose and demonstrate the principles of method statements.
4.Demonstrate an awareness of the processes involved when sites operate under the Construction (Design) & Maintenance Regulations 1994.
Module 2 ‐ Environment
1.Demonstrate an awareness of the environmental aspects & legislation as covered in ISO 14001 relating to:
Waste Management
Water Courses
Wildlife & Habitat
Pollution Control
Archaeology
2.State the benefits of proper environmental controls incorporated into the Environment Management Plan.
Module 3 ‐ Accident Reporting & First Aid
1.State and define the terms accident; dangerous occurrence; hazard and risk.
2.State the Employer / Employee responsibilities under RIDDOR 1995 & Health & Safety Regulations.
3.State the procedures to be followed on‐site for accident reporting and first aid provision including Client requirements.
4.State the purpose and benefits of Occupational Health activities in the workplace.
Module 4 ‐ Fire Precautions
1.Explain the principles of Fire Control.
2.State the principles that apply to fire and evacuation emergency procedures.
3.State the types and uses of fire extinguishers.
Module 5 ‐ Control of Substances Hazardous to Health (COSHH)
1.State the purpose of the COSHH Legislation.
2.Define symbols and state the possible effects on the individual and the environment.
3.State your responsibilities under the COSHH Legislation including the practical use of COSHH assessment data sheets.
Module 6 ‐ Personal Protective Equipment ‐ PPE
1.State the duties of an Employer under the PPE Regulations
2.State the Employee duties under the PPE legislation and how they are applied to pipeline operations.
Module 7 ‐ Manual Handling
1.State the four elements to be assessed when manual handling and lifting.
2.Demonstrate what is good practice when manual handling and lifting.
Module 8 ‐ Noise and Vibration at Work
1.Demonstrate awareness of the effects of noise both short and long term.
2.State the levels at which ear protection must be worn.
3.Demonstrate the checks required to ensure ear protection is used.
4.Define Hand Arm Vibration and its causes,
5.State actions to be taken to reduce the risks of HAV.
Module 9 ‐ Construction Plant & Equipment
1.Demonstrate broad knowledge of LOLER legislation.
2.State good practice when working near lifting equipment and pipelining operations.
3.State the Employee responsibilities under PUWE Regulations.
4.State the checks carried out on portable electrical equipment.
Module 10 ‐ Excavations / Confined Spaces / Working at Height
1.State the rules that apply to personal safety around excavations and in confined spaces.
2.Demonstrate broad understanding of excavation construction, rules for excavation protection and the handling of spoil.
3.State actions required prior to shift start across the range of pipeline activities.
4.Recognise when permit to work procedures apply.
5.Demonstrate a broad knowledge of the working at height regulations as applied to pipeline construction.
Module 11 ‐ Welding and Radiography
1.Recognise the hazards and risks associated with welding and radiography.
2.Demonstrate the precautions to be taken to prevent the risk of injury and ill health from welding and radiography.
3.State the legal duties applicable to the operation of grinders and abrasive wheels.
4.State the PPE requirements for welding activities
5.State the legislation that governs radiography and the site rules when operating.
Module 12 ‐ Avoidance of Overhead & Underground Services
1.State good practice in working near overhead electrical lines.
2.State the rules applicable to underground service identification
3.Recognise the hazards and risks of working near underground services.
4.State the procedures applicable to the reporting of damage to overhead / underground services.
5.State the actions to be taken in an emergency.
Module 13 ‐ Traffic Management
1.State the principles applied to traffic management.
2.Recognise limitations on access to the spread as stated on the Traffic Management Plan.
3.State good practice for driving on the spread.
4.Identify the risks and hazards of vehicular movements on and around pipeline operations.
1. Target Population
All operational personnel working on a pipeline contract with Networks (Gas) or others as the Main Client. This course can be used for the water sector for major pipelining works.
2. Group Size
Set at a maximum of 15 participants, to ensure each individual has sufficient opportunity to ask questions and receive appropriate trainer input and attention.
3. Testing Strategy
Questions are randomised and selected from a bank of over 400 questions. Pass mark on each individual module test is 80%.
