Overview

This half-day course aims to equip pipeline operatives with knowledge of safety legislation in a pipeline context. The modular objectives cover environmental aspects, legislation compliance, safety practices near lifting operations, excavation rules, welding and radiography hazards, PPE requirements, underground service identification, traffic management principles, and vehicular movement risks. The course targets operational personnel working on pipeline contracts with Gas Networks or similar, holding a Utility SHEA (Gas) Passport. The course duration is 2.5 hours for transitioning to CCPHSE, with a maximum of 15 participants per session for effective interaction and learning. Module tests are conducted with an 80% pass mark.

Course Content

Aim

To provide operatives with the knowledge and understanding of safety legislation and its application within a pipeline context.

Modular Objectives

The following descriptors indicate what a participant should be able to do on completion of each module:

Module 1 ‐ Transition Module

1.Demonstrate an awareness of the environmental aspects & legislation as covered in ISO 14001 relating to:

Waste Management
Water Courses
Wildlife & Habitat
Pollution Control
Archaeology

2.State the benefits of proper environmental controls incorporated into the Environment Management Plan.
3.Demonstrate broad knowledge of LOLER legislation.
4.State good practice when working near lifting and pipelining operations.
5.State the rules that apply to personal safety around excavations and in confined spaces.
6.Demonstrate broad understanding of excavation construction, rules for excavation protection and the handling of spoil.

Module 2 ‐ Welding and Radiography

1.Recognise the hazards and risks associated with welding and radiography.
2.Demonstrate the precautions to be taken to prevent the risk of injury and ill health from welding and radiography.
3.State the legal duties applicable to the operation of grinders and abrasive wheels.
4.State the PPE requirements for welding activities
5.State the legislation that governs radiography and the site rules when operating.

Module 3 ‐ Avoidance of Overhead & Underground Services

1.State good practice in working near overhead electrical lines.
2.State the rules applicable to underground service identification
3.Recognise the hazards and risks of working near underground services.
4.State the procedures applicable to the reporting of damage to overhead/ underground services.
5.State the actions to be taken in an emergency.

Module 4 ‐ Traffic Management

1.State the principles applied to traffic management.
2.Recognise limitations on access to the spread as stated on the Traffic Management Plan.
3.State good practice for driving on the spread.
4.Identify the risks and hazards of vehicular movements on and around pipeline operations.

Target Population
All operational personnel working on a pipeline contract with Gas Networks or others as the Main Client and holding a Utility SHEA (Gas) Passport

Duration

2.5 Hours: Transition from Utility SHEA (Gas) to CCPHSE

Group Size

Set at a maximum of 15 participants, to ensure each individual has sufficient opportunity to ask questions and receive appropriate trainer input and attention.

Testing Strategy

Each Module Test should be carried out on completion of the module delivery. Pass mark on each individual module test is 80%.
